INVITATION FOR BID
HOPE FAMILY SERVICES, INC. – REHAB PROJECT

Manatee County Government, a political subdivision of the State of Florida (hereinafter referred to as "the County”), will receive proposals from individuals, corporations, partnerships, and other legal entities authorized to do business in the State of Florida, for the rehabilitation of facility located at 3215 9th Street West, Bradenton, FL 34205. The rehabilitation work involves but is not limited to, roof and attic repairs, parking lot reseal and restriping, construction of a concrete fence, replacement of the HVAC system, bathroom ADA accessibility, and general interior and exterior wall repairs. The contractor selected for this project will be responsible for furnishing all necessary engineered drawings, permits, materials, equipment, and labor for a complete project, in accordance with the specifications of this Invitation for Bid.

This project is funded by a United States Department of Housing and Urban Development Community Development Block Grant (CDBG), as administered through Manatee County. There are federal regulations that apply through the duration of the project’s life-cycle including Davis Bacon wage rates and Section 3 reporting.

MANDATORY INFORMATION CONFERENCE

A mandatory Information Conference is scheduled for 9:00 a.m. on Thursday, April 3rd, 2025, at 3215 9th Street West, Bradenton, FL 34205.
Proposals will not be considered from those proposers who do not attend the Information Conference.

TIME AND DATE OF PUBLIC OPENING

Proposals will be opened at 2:00 p.m. on Thursday, April 17th, 2025, at the offices of Manatee County Government, Community and Veterans Services Department, 1112 Manatee Avenue West, Suite 504 (IBIS Conference Room), Bradenton, FL 34205. All interested proposers or their representatives are invited to attend this opening.

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)



The U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG) program was created in 1974 by combining a number of existing grant programs such as Open Space, Model Cities and Urban Renewal. Manatee County administers the CDBG program. HUD allocates funds to the County on an annual basis to develop viable communities by providing decent housing, a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.

HUD determines the amount of each grant by using a formula comprised of several measures of community need, including the extent of poverty, population, housing overcrowding, age of housing, and population growth lag in relationship to other metropolitan areas.  

CDBG funds are used to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services. CDBG is an important tool for helping local governments tackle serious challenges facing their communities. The CDBG program has made a difference in the lives of millions of people and their communities across the nation.

CDBG funds may be used for activities that benefit low- and moderate-income persons which include, but are not limited to:

  • rehabilitation of non-profit facilities used for eligible purposes;
  • construction or rehabilitation of public facilities and improvements, such as park improvements, sidewalks, streets, neighborhood centers, and the conversion of buildings for eligible purposes;
  • public services, within certain limits; and
  • provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities.

Every year, Manatee County accepts applications from community organizations for projects that primarily benefit low- and moderate-income persons. Applications from organizations requesting CDBG funds are generally due in March/April of each year. The Annual Action Plan identifies the activities funded in each year and can be found under CDBG Reports and Plans.
