Under Title I of the Housing and Community Development Act of 1974, as amended and the Cranston-Gonzalez National Affordable Housing Act of 1990, Manatee County is required to prepare a plan that describes how the County will allocate Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), and Emergency Solutions Grant (ESG) funds to meet the needs of low-income and moderate-income persons in Manatee County.

The Five-Year Consolidated Plan covers the period from October 1, 2017 – September 30, 2022, and is a strategic plan that identifies priority needs of the Community and governs the use of federal housing and community development funds received through HUD.

The Action Plan is completed annually to describe the activities that will be undertaken to address the priority needs identified in the Five-Year Consolidated Plan. It also serves as an application for CDBG, HOME, and ESG funds. This Action Plan describes the activities that will take place during the 2019/20 Program Year (October 1 – September 30).

Notice of Plan Availability

Manatee County has prepared a draft 2019/20 Annual Action Plan. The Plan will be made available to the public on June 21, 2019. This notice is being published to make citizens aware that a formal 30 calendar day comment period commences on June 21, 2019 and will conclude on July 23, 2019. During this period, copies of the Plans may be reviewed at the Manatee County Redevelopment and Economic Opportunity Department, 1112 Manatee Avenue West, 3rd Floor Reception Area, Bradenton, FL, the Manatee County website at www.mymanatee.org, and the following Manatee County Library locations:

Summary of Action Plan

The Action Plan includes an estimate of available resources from private and public sources to address identified needs; a description of the priorities and specific objectives to be addressed in this program year; a summary of the eligible programs or projects that Manatee County will undertake to address the needs; a description of the geographic areas of the County in which assistance will be directed; a description of the projects to address the needs of the homeless, near-homeless and special needs populations; the plans to reduce the number of poverty level families; a description of the activities to evaluate and reduce the number of housing units containing lead-based paint hazards; and the standards in which the County will monitor its housing and community development projects.

Summary of Substantial Amendment to the 2018/19 Annual Action Plan

The 2018/19 Action Plan substantial amendment cancels the Boys & Girls Clubs of Manatee County Desoto Club Rebuild – Safety/Security Fencing activity and transfers the $29,776.00 of funding to the 2019/20 Action Plan Manatee County Habitat for Humanity Poling Gardens Subdivision Infrastructure activity (CDBG use of funds item #1 below).

Use of Funds

Community Development Block Grant

  1. Manatee County Habitat for Humanity Poling Gardens Subdivision Infrastructure Project - $780,000 ($629,906.00 plus $120,318.00 prior years carry-over funding and $29,776.00 from substantial amendment)
    Construct infrastructure for a 16-unit affordable housing development.
  2. Manatee County Redevelopment & Economic Opportunity Department Homeowner Rehabilitation Program - $338,146.00. Homeowner occupied single-family rehabilitation to income-qualified residents of unincorporated Manatee County.
  3. Manatee County Government/Samoset Area Infrastructure Improvements (Engineering/Design/Construction) – Infrastructure improvements in Samoset/Samoset West including engineering/design/construction. $250,000.00
  4. Meals on Wheels PLUS of Manatee, Inc. Unfunded Senior Meals Program – $51,936.00
    Hot meals delivered to the homes of the elderly.
  5. Manatee Education Foundation 4commUNITY Program - $57,152.00
    English as a Second Language and Soar in 4 (learning events for families) to residents of the R/ECAPs.
  6. Gulfcoast Legal Services, Inc. Housing Preservation Program – $40,000.00
    Program will provide legal services to low- and moderate- income individuals for housing related issues and fair housing outreach.
  7. Community Coalition on Homelessness/Turning Points Project Smile Program - $60,000.00
    Program will pay for dentures, prosthetics and supplies to make such devices for homeless clients.
  8. AMFM Enterprise, Inc. Allean’s Loving Care - $72,000.00
    Program will provide in-home companion and homemaker services for the elderly.
  9. Manatee County Redevelopment and Economic Opportunity Administration and Planning – $374,784.00
    Personnel and related costs for the general oversight and administration of the CDBG program.

HOME Investment Partnership

  1. Manatee County Redevelopment and Economic Opportunity Homeowner Rehabilitation Program – $111,210.00. Funding will provide assistance for the rehabilitation or replacement of existing homeowner units of low/moderate income eligible households. 
  2. Contemporary Housing Alternatives of Florida, Inc. (CHAF) Affordable Rental Housing Development - $300,000.00. Provide a loan to assist with the development of six (6) affordable rental units located within the Samoset West R/ECAP.
  3. CHDO Set-Aside - $150,000.00
    Funding will be provided for approved CHDO agencies for eligible HOME/CHDO activities.
  4. Manatee County Redevelopment and Economic Opportunity Administration and Planning - $62,356.00
    Personnel and related costs for the general oversight and administration of the HOME program.

Emergency Solutions Grant

  1.  Homelessness Prevention – $148,425.00
    Housing relocation and stabilization services & short-term and medium-term rental assistance.
  2. Manatee County Redevelopment and Economic Opportunity - ESG Program Administration - $12,034.00
    Personnel and related costs for the general oversight and administration of the ESG program.
